FINAL DOCUMENT
The participants of the Conference decide on the following:
- The old chemical munitions dumped in the North European seas
pose a potential environmental danger.
- The scale of this environmental danger is not qualifiable
at the present moment; steps should be undertaken urgently by the international
community to provide a solid scientific assessment of the situation, which
include the following:
- conduction of comprehensive investigation, with the
technical means available now, to identify the dumping areas as precisely
as possible; conduction of further searches in historical archives to complete
the picture of dumping;
- conduction of repeated on-site investigation of individual
dump areas to establish dynamically changing parameters;
- risk evaluation, including risks of bioaccumulation
of chemical warfare agents in marine animals and potential genetical consequences.
- Steps should be taken consequently to enable all interested
countries to move towards a resolution of this dangerous situation, which
should make provision for:
- selection of appropriate monitoring strategies;
- marking dumping sites and prioritize them depending
on findings of research; education of fishermen about proper procedures
in case of recovery of individual munitions;
- design and evaluation of the possible remedial strategies.
- The regular working group on the problem should be established,
to coordinate and comment on practical steps and necessary research, until
an official international mechanism is elaborated.
